The package adds a new predictive completion minor-mode, called predictive mode, to the GNU Emacs editor. Although there are many options and customizations, the easiest way to start using it is to simply install the package (see Obtaining and Installing), turn on the minor-mode by running the predictive-mode command, and start typing. Then come back and read up on how to tailor it to your liking.
